PURPOSE OF THIS POLICY

The purpose of this policy is to faciliate and regulate vehicle parking on all CSU campuses.

APPLICATION OF THIS POLICY

This policy applies to all persons parking a vehicle on any CSU campus.

POLICY STATEMENT

All vehicles parked on the main campus must have a valid parking permit or pay a meter. All zones are enforced as posted. Colorado State University parking regulations are approved by the Board of Governors in accordance with the authority of CRS 23-5-106 through 108.

Parking permits are sold to employees and students of the University and may be purchased from the Parking and Transportation Services. Non-University entities should contact Parking and Transportation Services for information and availability of temporary permits. Complete parking regulations, including parking zones, parking rates and fines, and the parking ticket appeals process are available on the Parking Services website. Parking is on a “first come, first served” basis. Possession of a parking permit does not guarantee that a space will be available.

All appropriate provisions of the Colorado traffic laws and of the Fort Collins City Traffic Ordinances are applicable on the Colorado State University campus. Court summonses are disposed of at the Fort Collins City Police Department or at the Municipal Court, 215 N. Mason Street. No city moving or parking ticket or summons will be disposed of at the University Police Department or at Parking and Transportation Services. Any person wishing to contest a ticket or summons may request a hearing before the Municipal Court.

POLICY PROVISIONS

1.      Parking Appeals System

An appeals system is available to persons wishing to contest their Notice of Parking Violation. Appeals may also be filed in writing or electronically through the Parking and Transportation Services.

A hearing fee of $10.00 per citation will be assessed by the Appeals Board for each citation that is upheld in the hearing process. This fee is assessed in addition to the amount of the fine for the parking violation.

2.      Signature Delegation

The authority to approve future changes to those portions of the University Parking and Bicycle Regulation which are administrative and operational in nature but do not involve fees and fines is hereby delegated to the President of Colorado State University.
