SUMMARY
Overnight camping is generally not allowed; however, certain events which directly address the institution's educational and outreach mission may justify a waiver. Process and criteria for securing such a waiver is provided.
POLICY STATEMENT
The Vice President for University Operations will decide whether or not to approve camping at the Equine Center on a case by case basis, by recommendation and request in writing from the Director of the Equine Center, and as approved by the Dean of Veterinary Medicine.
Only registered event participants and their guests may camp overnight at the facility. The Equine Center will designate specific areas for overnight camping for each event.
POLICY PROVISIONS
Alcohol
- The use of alcohol on University property is discouraged. Alcohol should not be the primary focus of any event.
- The Equine Center reserves the right to prohibit the possession of alcohol unless prior approval is obtained in writing from the Equine Center facility coordinator.
- A special event permit is required if alcohol is sold during events open to the public. For these type events, CSU Police Department generally requires hiring two officers per 100 attending.
Laws & Policies
- All event participants and overnight campers must comply with state, local, and university laws and policies.
Overnight Security
- Due to the nature or scale of an event, overnight security must be provided for if required by either the Director of the Equine Center or the CSU Police Department; or, if requested by the event sponsor.
- CSU police may be hired for overnight security, or they may authorize another agency to provide overnight security.
Event Summary and Site Plan
- The Equine Center facility coordinator must provide a written summary of the proposed event and a site plan drawing of areas used for the event.
Traffic Control
- CSU police may be hired for traffic control if desired by the event sponsor, or if required by the University.
Gray / Black Water
- Gray water – sink, bath, and wash water
- Black water – toilet effluent
All camping units must be self-contained. Neither electric nor water hookups are available.
Persons camping overnight on University property may not release gray or black water from any trailer, motor home, etc.
Fireworks / Open Campfires
- Fireworks and open campfires are prohibited.
Cooking Devices
- Self-contained cooking devices (i.e., charcoal or propane grills) may be used outside the building; however, they may not be operated within 10' of any building or combustible materials.
Fire Extinguishers
- Fire extinguishers may be required as specified by Environmental Health Services or Poudre Fire Authority.
Noise
- Excessive noise is prohibited. Amplified sound outside the building may not exceed 80 db at the Equine Center property lines.
Dust
- Dust control may be required.
Children
- Children under the age of 14 must be under the direct supervision of an adult at all times.
Restrooms
- Access to restrooms must be available for overnight campers.
- Restrooms located south of the Equine Center classrooms may be made available for overnight campers' use, with authorization from the Equine Center facility coordinator.
- If an event sponsor is required to obtain portable toilets, two portable toilets are required for each 100 persons.
Animals
- Dogs are not allowed on the premises
- All animals must be controlled by their owners at all times.
- All animal owners must have in their possession appropriate health and vaccination records for their animals.
Trash
- Solid waste must be disposed into proper waste containers.
- The event sponsor may be required to arrange for additional trash containers, at the event sponsor's cost.
Neighbors
- Equine Center users must consider neighbors when planning events. The University is committed to being considerate of those landowners in the Equine Center area, and will require users of the Equine Center to uphold those commitments.
- The Equine Center will notify or contact nearby residents and campus departments or colleges that may be affected by events held at the Equine Center.
Food Sales
- Environmental Health Services approval is required for all food sales.
Emergency Access
- Emergency access to the building must be available at all times. Fire code requires a minimum of 20' clearance around all building entrances.
Disease Vectors and Natural Hazards
- The Environmental Health Services office will notify the Equine Center of seasonal concerns about disease vectors (rodents, plague, etc.) or natural hazards (rattlesnakes).
Hazardous Chemicals
- Discharge of hazardous chemicals, pesticides, and petroleum products is prohibited.
- Promptly report to CSU police any hazardous chemical spill.
- The event sponsor is responsible for the cleanup of hazardous chemical spills resulting from activities during the event.
Insurance
- Depending on the type of event, the requirements for liability coverage are $1,000,000.00 or coverage recommended by the Risk Management office. The certificate of insurance must cover additionally named insured, including Colorado State University, the Board of Governors, and the State of Colorado.
- The insurance policy certificate, given to the Equine Center facility coordinator, must acknowledge that overnight camping is included as part of the event.
Waivers
- The event sponsor will be provided with the University waiver form and is responsible for assuring that each overnight camper signs one.
- The event sponsor will sign one waiver form that will be kept on file with the Equine Center facility coordinator.
Event Sponsor’s Signature of Compliance
- The event sponsor will read these requirements for camping overnight, and then sign and date a copy which will be kept on file by the Equine Center facility coordinator.
- Emergency access aisles must always be available in the designated overnight camping area.
